  I have many registration where I have not defined any regit sequences and wondering if I can permanently set a foot pedal to simply switch from bank to bank (+ or ) at my choosing for any registration that does not contain a defined sequence?

I think no. That's one of my frustations everytime to put it on or off if you don't want to use it.
