Saving Voice Effects

Is there a way to save a voice effect for one voice in a specific variation?  For example, I want to turn ON the SUSTAIN effect for PART 1 in Variation 2, and have the SUSTAIN effect off for all other parts in all variations.  (I have a PSR-3000.)
