The PSR-E403 MIDI Implementation Chart indicates that it both sends and receives Control Change (CC) 64 for Sustain.  If you have not already done so, I strongly recommend that you download and install the MIDI-OX MIDI transmission utility from midi-ox.com.  Assuming that your PC and FL Studio are receiving other MIDI signals from your keyboard; when you press your sustain pedal, if MIDI-OX does not see CC64, then the problem is with the keyboard, but if MIDI-OX does see CC64, then the problem is most likely with FL Studio, and you need to consult with their support folks.  MIDI-OX can save an enormous amount of trouble isolation time in situations like this.

Mix Master is definitely one the best software I've ever seen.
Came to the Rescue.

I Dragged the Preview to Mix Master.
It showed the CC64
Being used.
But when I drag and paste within FL STUDIO, to Channel rack.
The Sustain goes away totally.
But within the VST
It works perfectly.
