The problem was solved 17 sept 2018.
The 'PadMaker-MidiProperties.ini' file was empty. The reason why is still unknown.
Please check at your PC if the 'PadMaker-MidiProperties.ini' file exists and if it is not empty.

Extra info after some tests.
If the 'PadMaker-MidiProperties.ini' is not existing that should not be a problem, because the file will be created when you exit the PadMaker-Midi program.
Apparantly the error occours only when the file is empty (for some reason !!!).

Users having the same problem when starting PadMaker-Midi could solve the problem as follows :
Delete the empty 'PadMaker-MidiProperties.ini" file.
Restart the program PadMaker-Midi.
Exit the program and a correct ini file will be created.

Perhaps you have to close from the menu
and not the quick close in the right upper X
perhaps by quick close the ini file doesn't rebuild

I used both the exit methods : the close button (upper right X) and the menu item Exit.
The ini file was created in both methods.

You can make a copy from a good ini file
And when it get corupted or empty you can replace it

As the programmer of PadMaker-Midi it would be nice to know the reason why the ini file was empty.
If any of the users could tell me what actions where taken just before the problem occured, that would be very helpful.
I already did some tests but I could not reproduce the problem of the empty ini file.

I just downloaded and installed the program. It worked fine for me. I'm running Windows 10 64 bit.
