Audacity envelope tool question

It would seem that the way to increase or decrease amplitude to a section of a song (let's say) would be by using the envelope tool in Audacity.

Whenever I try to use that tool all my changes seem to effect the entire track.

What's the trick to getting the envelope tool to just work over some short, perhaps 15 to 30 seconds in length, part of the track?

Thanks for the link. I had already watched a few tutorials but this one does seem to address my subject.
I think I will be able to make volume modifications where needed at this point.
