Is it possible to modify a 4/4 Style to 2/4?

If so, can it be done on Genos?

By assuming Genos behaves the same as PSR-SX, then this can not be done on keyboard.
If you try to do that (in StyleCreator), then you'll be asked "if you wish to clear all sections" and by confirming that (with Execute), complete style becomes blank -it does the same as "Initialize Style" (for new style creation).

You can do that with MixMaster (available for download in this forum), but result might depend on style itself. I tried on one of the style that I created and everything was fine. That is, time signature changed from 4/4 to 2/4 and there was no audible change in style -as expected.
Just curios... what do you wish to achieve by changing time signature?

The question came from a friend who wants to play a song that contains parts with changes from 4/4 to 2/4.

That may not be the same thing as changing the time signature. I think what he really wants is to be able to insert some two beat bars in the middle of a song that is mostly 4 beat / bar.  That is different. Changing the time signature on a style really doesn't change anything. It's still the same style.

I assumed there might be more behind the question and that's why I asked. And if what you mentioned is the reason, then that would require style modification.
